El camino que el ayuntamiento ha decidido iniciar para aliviar el gran problema surgido en el colegio no es más que otro parche sin sentido en su huida hacia delante. Quieren que parezca que con esta decisión los problemas se solucionan, pero durante los dos próximos cursos escolares los problemas serán los mismos que se sufren hoy, agravados seguramente con la probable llegada de más alumnos.
El plan general preveía la obtención del mayor suelo de equipamiento que este ayuntamiento había conocido hasta ahora. Ese suelo se obtenía vía expropiación.
La anulación del plan General NO impide que el ayuntamiento inicie el proceso de expropiación y obtenga de igual manera los terrenos. La ley de expropiación vigente en España desde 1954 es independiente del plan General que tengas. Ejemplo de ello son las decenas de municipios en España que obtienen suelo vía expropiación para levantar sus COLEGIOS.
Dicha ley solo pone un condicionante: Que se justifique que el suelo va a utilizarse para un fin de bienestar público o interés social.
La expropiación a realizarse tiene a favor que el suelo pertenece a un solo dueño. El mismo al que el ayuntamiento ha adelantado el dineral que ha costado hacer ese mega-bodrio al que han llamado carretera nueva. Esta empresa podría plantearse facilitar todo este proceso de expropiación y devolver con ello una pequeña parte de lo que este municipio y sus vecinos le llevan brindado desde hace tantos años. ¿A qué espera para planteárselo, Sr. Alcalde?
NADA SE LO IMPIDE. Ya es hora de que usted, sr. Alcalde, acepte por fin el compromiso de obtener y reservar ese suelo para los equipamientos que nuestros vecinos nos reclaman desde hace años.
¿Por qué no inician de urgencia el proceso de expropiación para obtener ese suelo? NO PIERDAN UN MINUTO MÁS. No solo está comprometida la calidad educativa de nuestros niños, sino lo que es aún más grave, su seguridad.
No se justifiquen ni pongan más excusas baratas a todo este asunto.
Quiero terminar con un pensamiento que un participante en la reunión del colegio compartió con todos los presentes, y que nos hace conscientes de lo que es también otra de las caras del problema: la humana
“Hay niños que cuando descubren lo que es un microscopio deciden que van a ser científicos. Hay niños que cuando descubren un aula de música deciden que van a ser músicos. Nuestros niños no saben lo que es un laboratorio, no saben lo que es tener porterías, no saben lo que es tener canastas en el patio, no saben lo que es un aula de música, no tienen algo dedicado para el inglés, no tienen gimnasio … Yo tengo recuerdos de cuando era pequeño de actividades que hacía en el gimnasio, nuestros niños no tienen ese recuerdo, y a mi me parece muy triste …”
A mi también. Muy triste.

The way the council has decided to go about alleviating the huge problem at the school is just another meaningless stop-gap in its headlong rush forward. They want to make it look as if the problems are being solved with this decision, but for the next two school years, these same problems will continue, probably aggravated by the likely arrival of more pupils.
The general plan envisaged acquiring the largest amount of land that this municipality had ever known for facilities. This land was to be obtained by expropriation.
The cancellation of the General Plan does NOT prevent the municipality from initiating the expropriation process and obtaining the land in a similar way. The expropriation law in force in Spain since 1954 is independent of the General Plan in place. An example of this are the dozens of municipalities in Spain that obtain land via expropriation to build their SCHOOLS.
This law only sets one condition: Justification that the land is to be used for a purpose of public welfare or social interest.
The expropriation to be carried out has in its favour the fact that the land belongs to a single owner. The same one to which the city council has given the money it has cost to build that hideous thing that they have called the ‘new road’. This company could consider making this whole expropriation process a bit easier and thus return a small part of what this municipality and its neighbours has given it for so many years. What’s stopping you from bringing it up with them, Mr. Mayor?
NOTHING’S STOPPING YOU. It’s high time you, Mr. Mayor, finally committed to securing and reserving this land for the facilities that our neighbours have been demanding for years.
Why don’t you urgently start the expropriation process to obtain this land? DON’T WASTE ANOTHER MINUTE. Not only is the quality of our children’s education being compromised, but even more serious, their safety.
You can’t continue to justify yourselves and make cheap excuses for this whole affair.
I would like to end by reflecting on something that a participant in the school meeting shared with everyone present, and which takes into account the human side of the problem.
“Some kids decide they want to become scientists when they discover what a microscope is. “Others decide they want to become musicians when they enter a music room. Our children don’t know what a lab is, they don’t know what it’s like to have goalposts, basketball hoops in the playground, they’ve never seen a music room, they don’t have anything specific for learning English, they don’t have a gym… I have memories from when I was little of the activities I did in the gym and our children don’t have those memories, and I find that very sad…”.
Me too. Very sad.
